2007 News Releases Locke Reynolds Partner Elected Secretary to the National School Boards Association's Council of School Attorneys INDIANAPOLIS, April 2007 – Thomas E. Wheeler was elected Secretary for the National School Boards Association's (NSBA) Council of School Attorneys. In three years, he will be Chairman for the organization, which secures him a spot on their 25 member Board of Directors. This year, Mr. Wheeler will also serve as Chair of the NSBA amici committee which oversees dozens of amici briefs throughout the US with three to five each year in the Supreme Court. The NSBA Council of School Attorneys is a membership organization of 37 affiliate state councils, consisting of over 3,000 attorneys nationwide, who work to improve the practice of school law and prevent lawsuits against public schools. Mr. Wheeler has extensive experience in representing schools and other municipal entities throughout the United States in administrative, trial and appellate matters. He has published and spoken extensively on civil rights issues for national organizations as diverse as the National School Boards Association and the American Civil Liberties Union, as well as appearing on National Public Radio.
